Schools, Libraries and Learning

Seven school divisions, six colleges and a library in nearly every town

The short answer

What newcomers ask first

The Valley is served by seven public school divisions: Harrisonburg, Rockingham County, Staunton, Waynesboro, Augusta County, Shenandoah County and Page County. A home's school depends on the exact street address, not the town or ZIP code, so confirm the zone with the division before making an offer. Colleges and public libraries are covered below.

Valley Guide

Which public school division serves a Valley address?

Virginia organizes public schools by locality. Harrisonburg, Staunton and Waynesboro are independent cities with their own divisions, so a Harrisonburg address and a Rockingham County address a few minutes apart belong to different divisions with different offices, calendars and registration systems. Town names mislead too: a Bridgewater or Broadway mailing address is in Rockingham County, and Fishersville, Verona and Stuarts Draft addresses are in Augusta County. Each division below links to its official site.

Harrisonburg

Harrisonburg City Public Schools

Serves addresses inside the City of Harrisonburg. Families who do not speak only English at home register through the Welcome Center at 640 South Main Street, by appointment at 540-433-3644. Attendance zones inside the city have been redrawn in recent years, so confirm the current zone.

Rockingham County

Rockingham County Public Schools

Serves addresses in Rockingham County, including Bridgewater, Broadway, Elkton, Grottoes and Timberville. The site has an attendance area map and online registration. The district office is at 100 Mount Clinton Pike, 540-564-3200.

Staunton

Staunton City Schools

Serves addresses inside the City of Staunton. Registration starts with an online pre-registration form in PowerSchool and an email address is required. The district office number is 540-332-3920.

Waynesboro

Waynesboro Public Schools

Serves addresses inside the City of Waynesboro. Registration is online through PowerSchool, followed by a call to the school for your zone to bring documents. The district office number is 540-946-4600.

Augusta County

Augusta County Public Schools

Serves Augusta County outside Staunton and Waynesboro, including Fishersville, Verona, Weyers Cave and Stuarts Draft. New families register through Infinite Campus. The site posts school district maps.

Woodstock

Shenandoah County Public Schools

Serves Shenandoah County, including Woodstock, Edinburg, Mount Jackson, Strasburg and Toms Brook. Students register in the attendance zone where they live. The central office is at 600 North Main Street in Woodstock, 540-459-6222.

Luray

Page County Public Schools

Serves Page County, including Luray, Stanley and Shenandoah. Registration runs through the PowerSchool Parent Portal. The division office is at 735 West Main Street in Luray, 540-743-6533.

Valley Guide

How do you confirm a home's school zone and enroll?

Listing sites show school names pulled from third-party data, and those boundaries are often out of date or approximate. The division is the only source that counts. Zones are drawn by address, and a home near a boundary can sit in a different zone from the neighbor across the street. Do the check before writing an offer, and again when you register.

Start with the exact street address

Give the division office or the school registrar the full address. Rockingham County states that its maps are guides and that addresses near a boundary should be confirmed with the district office. Augusta County advises calling its Transportation Office for addresses close to a line.

Use each division's map or tool

Rockingham County posts an Attendance Area Map, Augusta County posts Current School District Maps, and Staunton points to the City of Staunton GIS maps for elementary zones. Harrisonburg, Waynesboro, Shenandoah and Page confirm zones by phone or at registration.

Zone waivers and transfers

A student may ask to attend a school outside the home zone. Harrisonburg accepts waiver requests at any time but gives priority to those filed by June 15. Page County takes attendance waivers through the PowerSchool Parent Portal, and Rockingham County uses a Student Transfer Request Form.

Documents usually requested

Expect an original birth certificate, immunization record and proof of address, often a lease or mortgage statement plus a utility bill dated within about 60 days. Each division sets its own list, so check the registration page for the current requirements.

Virginia School Quality Profiles

The Virginia Department of Education publishes state reports for every school and division. The department notes its map results may not reflect attendance zones, so use the profiles for reference and the division for zone answers.

What private school and early learning resources exist?

Private and faith-based schools operate in Harrisonburg, Staunton and the counties. They set their own admissions and tuition and are not tied to a street address. Rather than rely on a list that goes stale, use the state accreditation lookup and each school's own site, and ask the school directly about enrollment.

Harrisonburg

Eastern Mennonite School

A K-12 school in Harrisonburg operated in the Mennonite tradition. The school reports accreditation through the Virginia Association of Independent Schools. Visit the school's site for admissions and tuition.

Staunton

Stuart Hall School

An independent school in Staunton with a boarding and day program. Contact the school for grades served, admissions and tuition.

Statewide

Virginia Council for Private Education

The state-recognized body that oversees accreditation of private schools. Its site includes a form to verify a Virginia private school's accreditation status before you apply.

Statewide

Virginia licensed child care search

The Virginia Department of Social Services database lists licensed child care providers and shows inspection history. Use it for child care centers and family day homes in any Valley locality.

Valley Guide

Which colleges and universities are in the Valley?

Six institutions sit within the region, and they shape local calendars as well as the job market. Harrisonburg's traffic, rental market and event schedule follow the James Madison University and Eastern Mennonite University terms, and Bridgewater and Staunton have smaller campus rhythms. Community colleges offer transfer programs, workforce certifications and dual enrollment for high school students.

Bridgewater

Bridgewater College

Private liberal arts college in the town of Bridgewater, Rockingham County.

Where do libraries and youth programs fit in?

Public libraries are the most consistent year-round resource, with free borrowing, internet access and scheduled story times and youth programs. Parks and recreation departments run youth leagues, camps and classes on registration calendars, and popular sessions fill early, so check dates soon after moving. Program lists change each season, so the department sites below are the place to confirm current offerings.

Before you move

Good to know

City and county are separate

A Harrisonburg, Staunton or Waynesboro address belongs to that city's division, while the surrounding county has its own. Moving a few streets across a city line changes the division, the school calendar and the registration system. Always verify by address, never by town name.

Zones can change

Divisions redraw boundaries when buildings open, close or reach capacity. Harrisonburg's board considered new high school zones in 2023. Ask the division whether any changes are under discussion for the address you are considering, and for the year your child would start.

Registration windows are seasonal

Kindergarten and annual registration open in spring and summer. Rockingham County opened PreK and kindergarten registration for 2026-27 on February 23, 2026, and Augusta County's annual online registration ran through August 25, 2026. Mid-year movers should call the school registrar.

Bus service depends on location

Rural homes may sit a long way from a school, and bus routes follow division policy. Ask about stop locations and ride times for a specific address, particularly on gravel roads and in mountain areas.

College calendars affect the street

In Harrisonburg, JMU and EMU move-in, football weekends and graduation change traffic and parking. Anyone buying or renting near campus should visit on a weekday in August and on a game day.

Schools, Libraries and Learning: common questions

How can a buyer find which school a house in the Shenandoah Valley is zoned for?

Call the school division office or use its attendance area map with the exact street address. Rockingham County and Augusta County post maps, Staunton points to city GIS maps, and Harrisonburg, Waynesboro, Shenandoah and Page confirm by phone. Third-party listing data can be wrong.

Does Harrisonburg have its own school system?

Yes. Harrisonburg is an independent city with Harrisonburg City Public Schools, separate from Rockingham County Public Schools. Staunton and Waynesboro are also independent cities with their own divisions. A mailing address that says Harrisonburg is not proof the home is in the city, so verify with the division.

What is needed to register a student for school in Virginia?

Divisions generally ask for an original birth certificate, an immunization record and proof of residence, and some ask for the previous school's name. Shenandoah County requires age 5 by September 30 for kindergarten. Requirements vary, so use the division's current registration page.

Can a student attend a school outside the home's zone?

Sometimes. Harrisonburg and Page County offer waiver requests, and Rockingham County uses a transfer request reviewed by the superintendent. Approval is not guaranteed, and transportation is usually the family's responsibility. Ask the division about the process before assuming it.

Which community colleges serve the Shenandoah Valley?

Blue Ridge Community College in Weyers Cave serves Augusta, Highland and Rockingham counties, including Harrisonburg, Staunton and Waynesboro. Laurel Ridge Community College serves Shenandoah and Page counties from its Middletown campus and its Luray-Page County Center.

This guide is a starting point for newcomers. Hours, programs, providers and boundaries change, so confirm details with the organization. A listing here is not an endorsement.
